Carpet Care Between Tenancies: A Guide for Landlords and Property Managers
Practical carpet care for rental changeovers in Christchurch: inspection photos, timing the clean, pet consent conditions since 1 December 2025, pet areas and itemised invoices.
Written by Jin, owner-operator of J.S. Carpet Cleaning

The few days between one tenant leaving and the next moving in are when carpet care matters most. Good records, a well-timed clean and clear paperwork make handovers smoother for everyone: the landlord, the property manager, the outgoing tenant and the new one. This guide covers how I’d approach it, from inspection photos to invoices.
This is general information, not legal advice. For the current rules, check tenancy.govt.nz.
Why does carpet condition matter between tenancies?
Carpet is one of the first things a new tenant notices and one of the most common points discussed at the final inspection. Clean, well-documented carpet makes the property easier to let and keeps conversations about the bond straightforward.
Carpet also lasts longer when soil is removed regularly. Grit wears fibres down, and traffic lanes that are left for years become harder to lift. A proper clean at each changeover helps protect what is often one of the bigger fit-out costs in a rental.
What should ingoing and outgoing inspection photos show?
Photos should show each room’s carpet clearly, in good light, from more than one angle, with close-ups of any existing marks, wear or damage. Taken at the start and end of a tenancy, they give everyone a fair, shared record.
- A wide shot of each room from the doorway, plus one from the opposite corner.
- Close-ups of existing stains, burns, worn traffic lanes and loose edges, with something for scale.
- Hallways, stairs and wardrobe floors, which are easy to miss.
- Date-stamped files saved with the inspection report.
Tenancy Services has inspection guidance and templates on its website. Consistent photos at both ends of a tenancy make it much easier to tell normal wear from new damage.
When is the best time to clean carpets between tenants?
Clean once the outgoing tenant’s belongings are out, and before the new tenant moves in, with enough of a gap for the carpet to dry. Empty rooms clean better, and you avoid furniture going back onto damp carpet.
Drying depends on ventilation, the weather, the carpet fibre and how soiled it was, so I give guidance on the day for each property. In Christchurch’s colder, damper months, good airflow makes a real difference, so leaving windows open where safe or running a heat pump on dry mode helps. My carpet drying guide has practical tips.
End of month is a busy time for changeovers. If you manage several properties, let me know your upcoming vacates early and I’ll group jobs by area where I can.
Who arranges the carpet clean at the end of a tenancy?
It varies. Sometimes the outgoing tenant books it, sometimes the property manager arranges it, and sometimes it’s agreed as part of the tenancy or a pet consent condition. What helps most is being clear early about who is booking and what standard is expected.
I work with tenants, landlords and property managers. Whoever books, I quote the same way: text the address and the number of rooms, add photos for stains or pet areas, and your price is confirmed before work starts. If you’re a tenant reading this before moving out, my bond carpet cleaning guide covers your side of things.
What changed for pets in rentals from 1 December 2025?
From 1 December 2025, tenants can ask to keep a pet and landlords can set fair pet consent conditions when they approve. Tenancy Services gives professional carpet cleaning at the end of the tenancy as one example of a condition, where the pet is allowed indoors. A pet bond of up to two weeks’ rent can also be charged.
Conditions need to be fair and suit the property and the type of pet. They can be written into the tenancy agreement or the landlord’s written response to the request. Tenancies where pets were approved before 1 December 2025 keep the conditions set at that time. The details are on Tenancy Services’ pet consent conditions page. This is general information, not legal advice.
For property managers, a written carpet-cleaning condition is a simple, clear way to set expectations from day one. It helps to note which rooms the pet can use, so the clean at the end can focus on the right areas.
How should pet areas be handled at a changeover?
Pet areas need more than a standard clean. I check with a UV torch to find hidden urine spots, then pre-spray and hot water extract the area first. That also clears residue from any products used earlier. Then I check again, apply a urine treatment matched to the carpet (a wool-specific product on wool) and finish with a hot water extraction rinse, repeating where needed.
I’m honest about the limits. Light accidents usually respond well. Heavy, repeated soaking can reach the underlay, and in those cases underlay replacement is the honest answer. I’ll tell you what I find so you can make an informed decision. See pet urine and odour treatment for more on the process.
What should an end-of-tenancy carpet cleaning invoice show?
An itemised invoice should show the property address, the date, the rooms and areas cleaned, and any extra work such as stain or pet treatment listed separately. It gives the landlord, property manager and tenant a clear record to attach to the outgoing inspection.
- Property address and date of the clean.
- Rooms, hallways and stairs cleaned.
- Stain treatment or pet urine treatment, listed as separate lines.
- Any notes on marks that could only be lightened, or areas of wear.
- Business name and contact details.
If you need specific wording for your records, tell me when you book and I’ll include it.
What can a clean do about existing marks and wear?
A good clean lifts general soil, traffic lanes and many spills. Some marks can only be lightened, and wear, fading, burns and worn pile don’t wash out. Being upfront about that helps everyone set fair expectations at handover.
Before I start I look at the marks and tell you honestly what is likely to come out. For stubborn marks, the stain treatment page explains what I can usually do. If something isn’t right after the clean, let me know and I’ll come back and take a look.
Do you work with property managers in Christchurch?
Yes. I clean for property managers, landlords and tenants across Christchurch, Rolleston, Lincoln, Prebbleton, West Melton, Kaiapoi and Rangiora. I do every job myself, so the person you talk to is the one who turns up.
I carry $1M public liability insurance with NZI and keep full health and safety documentation, which is useful for agencies that need it on file. You can see more on the end of tenancy carpet cleaning page, and other guides on the guides page.

Frequently asked questions
Can you clean while the tenant’s furniture is still in?
Yes, but empty rooms give the best result and avoid furniture going back on damp carpet. If furniture must stay, I move standard items and put protective film under the legs.
Can I get one quote for several rental properties?
Yes. Send the addresses and room counts for each property and I’ll quote them together, grouping visits by area where possible.
Does the property need to be vacant and have power and water?
For a truck-mount clean I need parking near an entrance and an outside tap. Let me know if access is unusual.
What if the carpet has old pet urine damage?
I check with a UV torch, treat what I find and tell you honestly how it went. For heavy, repeated soaking, underlay replacement can be the honest answer.
Can the invoice be sent to the property manager?
Yes. Tell me who to invoice when you book, and I’ll send it to them with the details you need for the inspection file.
Where can I check the current rules on pets in rentals?
Tenancy Services at tenancy.govt.nz has the current rules on pet consent conditions and pet bonds. This guide is general information, not legal advice.
